I am not sure if I have selected the correct forum but here are the questions:
1) When teachers leave the district, what happens to their shared playlists and their CreationStation media that they uploaded & shared?
2) When teachers move between schools within the district, what happens to all of their playlists and CreationStation media?

Great questions, Pam.
1) When a teacher leaves the district and his or her user login gets deleted from the system, all playlists that that user has created will also be deleted, including those that have been shared at either a school or district level. Any CreationStation content, however, will not be deleted, as other users may have incorporated that content into their own playlists. Any system administrator can access that media and edit or delete it as necessary.
2) When teachers move between schools within the district, their playlists and CreationStation content will follow with their login to the new school.

Not a great answer. There needs to be an area were teachers who take over from another teacher can see what was working for them. Granted that teacher has spent many long hard hours developing their successful strategy for learning in the classroom. But why not pass that information on and have a place were teachers can go and possibly use some of the learning strategies that are developed and being developed. This is a win /win... At times it take months to find a teacher to to replace one that has retired or let go and when they are hired and start teaching the best advantage they can have is your site to ask questions locate materials that worked in the past and use them, tweak them or just go on their own. But a reference source is helpful to what teachers have done and what works or does not work. The objective is to gather knowledge and give others the information to use.

That's a good point Cass. I absolutely agree that the work of a departing teacher can be of great value to a new teacher or a teacher in a new role. Even though shared content is no longer available, any copies of that work would be. It would be easy enough for a supervisor or subject or grade level chair to make copies of the shared work or export the playlists so that they can be provided to the next teacher if it is determined that it will be helpful content for him or her.
